RALEIGH – The N.C. Department of Health and Human Services is seeking public input for the Division of Public Health’s Infant-Toddler Program’s federal Part C grant application and a proposed policy revision.

  • The public review period is February 1 - March 2, 2013.
  • The public comment period is March 3 - April 1, 2013.

The North Carolina Infant Toddler Program (ITP) is also called the Part C Program or Early Intervention Program. The ITP serves children birth to three years of age in all 100 counties of the state who have developmental disabilities or established health conditions that lead to developmental delays.

Part C grant application

The non-competitive awards help states and territories provide coordinated systems of comprehensive, multi-disciplinary, interagency programs of early intervention service for infants and toddlers with disabilities and their families. The application describes how funding will be used to provide supports and services to children and their families.

Proposed policy revision

The federal government released revised regulations in Sept. 2011. States are required to make policy changes to reflect this revision. The table found at the link below shows ITP policies affected by the revision. All comments on the proposed language will be reviewed. The table outlines current ITP policy language and proposed changes to align with federal policy. Policy changes will occur after federal approvals are received. The public may access the Part C application, and the proposed policy revision at
